Smolny plans to conclude five school concessions in 2023. The first competitions have already been announced and initiated by Glavstroy-SPb and the Gazprombank structure. The estimated cost of creating a school for 1,375 students will be about 2.6 billion rubles, and for a school for 550 students — about 1.4 billion rubles. The contracts for both projects are valid for 7 years, of which 2 years are for construction and 5 years for operation.
At the request of the publication, Danil Podshivalov, senior partner at Versus.Legal, briefly spoke about the difference between concessions and government orders.
“In essence, construction is paid by the federal and city budgets, but city spending, unlike government procurement, is extended over time. In general, concessions are a more flexible, transparent and reliable instrument than government procurement, and in this case they are also more effective. The quality of construction of such facilities is higher than in government contracts, because construction is controlled not only by the grantor and concessionaire, who will have to be responsible for the operation of the facility for several more years, but also by the bank. The construction speed will also be high, as local authorities are interested in quickly approving such projects.”
