Maria Lasovskaya

Maria has been the head of the legal department of Western High-Speed Diameter JSC for more than 7 years, which has provided unique experience and competencies in managing PPP projects, and has also worked for companies in key positions engaged in the development of investment projects in construction and real estate, in particular the reconstruction of historical and cultural monuments.

As part of her activities, Maria, among other things, coordinated the legal aspects of introducing paid operation of road infrastructure facilities, developed and implemented mechanisms for accounting and paying for a range of infrastructure facilities, and oversaw a number of major infrastructure projects in terms of mechanisms for fulfilling budgetary obligations and government support measures from a public partner.

During her legal practice, Maria has also successfully implemented a number of major cases:

• participation in attracting investments by issuing bonds in the amount of more than 20 billion rubles and subsequent participation in refinancing bond loans;
• participation in the financial closure as part of the implementation of the Agreement on the Establishment and Operation of the Western High-Speed Diameter highway on the basis of a public-private partnership with a pool of financing organizations, including international financial institutions;
• participation in the successful settlement of disputes as part of the implementation of large EPCs;
• development of a structure for the implementation of investment projects as part of an investment program for the largest woodworking holding in Russia.
