We developed a concession agreement and then supported negotiations between regional authorities and investors. A distinctive feature of the project was its complex financing structure, which made it possible to attract federal budget funds under the Far Eastern Concession program, as well as preferential financing provided by DOM.RF Bank. It is important to note that the project was approved by the Presidium of the Government Commission for Regional Development in the Russian Federation, and as part of the project, both concessional funding and federal budget funds were received.
